simplicity, I excluded at that time the deposit system, the sin- plicity of accounting for audit-numbered forms, I thought a slight increase on the sis of Mr. Tsul's accounting could cover the issue of permits under the new scheme, it being very much simpler, although the amounts were larger, than the accounting for the pass- port office and visas which differed in amount from case to ouse.

So that you postponed the settlement of any accounting systea you

would require for more urgent work?

A. Yes. I should explain that I thought & development of the system

You were disposed to regard Mr. Tsui as accountant of the Department? Yes. He was practically acting as Accountant for the Passport Bureau at that time and i thought that with merely a few more figures

I believe so in the Passport Office.

And your belief at that time was that when the 1.0. was opened he

would be able there also to be the only person handling nonies? That i cannot say. I expected there might be an increase, but what increase i did not know. Nobody could know before the crowds came.

Very shortly after the office opened you must have realised that whatever hopes you might have had in that direction were doomed to

disappointment?

Yes.

And that there must be any persons acting as shroffs and cashiers

and handing money?

Yes.
